After scan, open AI

Copy the image from AI and paste it down at Photoshop to edit a little line.

Base color. Color the character with the color you like.

After the base color, make a shadow.

Add the details and color the lineart.

Task 3 : Matte Painting

Add some pics. Cut, copy, erase or add layer mask.

Add more pics to look more pretty~

Add some effect to make it look real. Use a brush to make a waterfall.

Add  ray light and reflection.

Add cloud/smoke and use Gaussian Blur... at ray light

Add color Gradient Fill...

Add a more detail. Finish!!!

 Use the base color and make it little dark

 Add the darker color at side only and bright color at middle

Add brighter color at middle (brush use smaller size than bright color). Finally add highlight.
